The baccalaureate and further degree programs can be materilized through modification of the junior college curricula, revision of minor parts of the current law or regulations, expanding curriculum of the present correspondence education program and opening of university¢¥s credit-based auditing program.
The curricula of junior colleges should be re-designed, and names of courses also should be developed to be transferred to other colleges and universities.
And universities should open and expand their auditing courses in variety of major subjects so that credits earned from junior colleges can directly be acceptable to fit into the their own curricula. Next, it is suggested that establashment of a new government level organization where handles credit evaluation of the junior college earned credits and administers baccalaureate degree qualification examnations by revising the education related law and regulations. Finally, re-modeling of correspondence education program is suggested.
Present curricula of correspondence education for the baccalaureate degree are very limited and too specified for certain fields of major areas. The number of courses should be gradually increased and the areas of major fields should also be expanded, and courses or subjects of the correspondence education program should eventually be able to cover up all the education programs of the current junior college curricula.
